Russia\u2019s civil aviation sector has taken another step toward import substitution after the Federal Air Transport Agency, Rosaviatsiya, approved a modified version of the Tupolev Tu-214 equipped entirely with domestically produced systems and components designed to replace foreign-made equipment.<\/p>

On December 27, 2025, United Aircraft Corporation (UAC) confirmed that a newly developed suite of Russian-made avionics and components, including advanced safety systems, received a Certificate of Approval for a Major Change to the Standard Design. The decision confirms compliance with regulatory requirements and formally opens the door to serial production and deliveries to Russian airlines.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t

Western systems replaced<\/h4>\t\t\t\t<\/div>\n\t\t\t\t

According to Interfax, 17 foreign systems onboard the Tu-214 have been replaced. These include the weather radar and the airborne collision avoidance and traffic alert system, which were previously supplied by Honeywell. Honeywell<\/span><\/span><\/strong>.<\/p>

Russia\u2019s Minister of Industry and Trade, Anton Alikhanov, said that engineers had effectively developed an entirely new, cutting-edge avionics suite. He noted that Russia has also created its first indigenous air collision avoidance and ground proximity warning systems. \u201cA single company produced these systems for the global aviation industry, and we have overcome this monopoly,\u201d Alikhanov said.<\/p>

He added that the validated systems will now be installed on other aircraft models, describing the updated Tu-214 as \u201canother step toward technological sovereignty in civil aviation\u201d.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t

Under current plans, eight Tu-214 aircraft will be built in 2026, followed by 12 in 2027, with production rising to 20 aircraft per year from 2028. The program has already faced difficulties, however. The Tupolev assembly line in Kazan was expected to complete four aircraft in 2025, but shortages of engineers and skilled workers slowed progress.<\/p>

The Tu-214 was first introduced into service in 1996 with Vnukovo Airlines but has seen limited production over the years. The program was fundamentally revised in 2022, when Western sanctions imposed after Russia\u2019s invasion of Ukraine sharply reduced the country\u2019s access to aircraft and spare parts from manufacturers such as Boeing and Airbus.<\/p>

A modernized derivative of the Soviet-era Tu-204 design, the Tu-214 can carry up to 210 passengers. With the certification of domestically produced systems now secured, Moscow aims to position the aircraft as a cornerstone of Russia\u2019s civil aviation fleet, reducing reliance on foreign technology while maintaining operational continuity for domestic airlines.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t
